Here are seven translations to compare, and a wiki article in English explaining the title. But I do think the literal meaning of 'mistral' mentioned in one translation--a seasonal wind that can be destructive--is important; I just don't see any special use of 'gagnant', meaning 'winning' as an adjective, for a 'rising' wind (which that translation put as 'swelling').

I think the original is just supposed to have a double meaning that in the singer's memories there are those winning (jackpot) candies and that the seasonal winds of time always win in the end.

Yes, the literal meaning of Mistral is important and i'm sure this double meaning is there indeed.
The thing is the Mistral Gagants got their name directly from the killing wind of Provence. Never had the chance to eat one myself but It was apparently a sweet acidulous powder that left a sudden sensation of coldness in the mouth after you eat it.
