I figured it was; from 2:43 to 2:57 we watch her gaze follow the dragon, and at the end, we can't see precisely what direction she's looking in. But it seems that the framing calls the OUR attention back to the landscape. The dragon directs her gaze toward the landscape, so that's what she's ultimately focusing on.

Faintly, yes. You can still see its outline, the wings flapping, and watch it fade away.

Okay but does it actually fade by the last frame (in a normal size to a normal eye)?

I suppose so, yes. Nobody would see/focus on the dragon unless they looked for it.

I'm finding it very hard to tell. I want to say "the sky," but there's that brief moment at 2:16 of an overhead shot of the final setting, where the dragon lands, and right after that we see her eyes bleed, then the giant purple sky eyeball, and then the dragon comes down from higher up...
